What is Campaign Verify?
Campaign Verify is a third-party service that confirms the legitimacy of political committees, campaigns, and PACs. They check public filings and issue a vetting token. Without this token, political committees cannot register for 10DLC phone numbers.
Cost: $95
Benefit: A vetting token unlocks unlimited texting capacity on 10DLC.
Important Dates
Tokens issued before November 15, 2024 expire on January 31, 2024.
Tokens issued on or after November 15, 2024 are valid until January 31, 2027.
Who Doesn’t Use Campaign Verify?
501(c) nonprofits and private companies don’t qualify for Campaign Verify.
Upside: Free to register.
Downside: Vetting is handled by a different third-party, which assigns “trust scores” and enforces daily texting limits.
Token Requirement: A Public Filing
Your campaign / committee must be registered with either the Federal Elections Commission (FEC) or a State, Local, or Tribal election authority.
For Federal Campaigns: Provide a link to your FEC filing record from fec.gov/data.
For State, Local, or Tribal Campaigns: Provide a link to your filing record from the relevant election authority’s website. This is typically found on the Secretary of State’s website or the county/municipal government’s website.

What to Do if Your Filing Record Isn’t Online
If you can’t find your filing record or it’s not available online:
Email support@campaignverify.org.
Campaign Verify can accept a filing directly from your election authority via email, but you’ll need to email them and provide the contact info for someone at your election authority to start this process.
For Organizations Not Registered with an Election Authority
If your political organization isn’t registered with any election authority, you can use a published IRS filing instead:
Submit a State verification request.
Enter https://forms.irs.gov in the Filing Record URL field.
Provide the campaign’s EIN in the EIN/TIN field.
Quick overview of the process
Submit a Verification Request
Create a Campaign Verify account at https://app.campaignverify.org/, fill out the form, and pay the $95 fee.
Approval typically takes a few minutes to two business days.
Get a PIN Code
Once approved, you’ll receive a six-digit PIN code. This is needed to generate your token.
Delivery details depend on your public filing record.
Generate the Token
Log into Campaign Verify.
Select your campaign, enter the PIN, choose "The Campaign Registry," and generate the token.
Share the Token with Scale to Win
Share the token with us by filling out the registration form on the "Phone Numbers" page of Scale to Win Text, or from this page.

After you fill out the form, you’ll receive an email from Campaign Verify.

Step 1: Create an account
To get started, head to https://app.campaignverify.org, then navigate to the “Sign Up” section of the screen and fill out your email, name, and a password.

Once you’ve signed up, you’ll see a page where you can begin the verification process.

Step 2: Submit a new verification request
To submit your request for verification, click the blue “+ New Verification Request” button at the top right of the screen.

Step 3: Fill out the verification form as a federal or state/local entity
Next, select whether you are getting verification for a federal entity or a state, local, or tribal entity.

Note: If you technically qualify under both, you can choose the method you prefer. Submitting a federal request means you’ll be asked to submit a FEC filing URL for verification.

Federal Verification
If you are requesting federal verification, you will be prompted to fill out the following information.

Committee Name: Official Filing Name of Committee
FEC Filing URL: Link to official filing page for the committee on the FEC's website. This URL must list the same email address / mailing address you enter into the form.
Committee Filing Email Address: Email address listed on the FEC filing document. In order to receive your PIN by email, the email listed here must match what is on the filing record.
Committee Filing Mailing Street Address, City, State, Zip: Official address on FEC filing document. In order to receive your PIN by postal mail, the address listed here must match the postal mail address on the filing record.
Committee Type: Select your committee type based on the descriptions provided here.
FEC Committee ID: Identification number assigned by the FEC
Committee Phone Number: If you wish to have your PIN sent over by phone call or text, this phone number must match what is on the filing record. Note that only cell phone numbers can receive the PIN via text; landlines will receive the PIN over a phone call.
Verification Preference: Depending on what information you submit, you can receive your verification PIN code either via email, text message, phone call, or postal mail. If no email address or phone number is listed on your filing, you will need to select the “postal mail” option.
State, Tribal, or Local Verification
If you are requesting state, tribal, or local verification, you will be prompted to fill out the following information.

Organization Name (required): Legal name of your organization
Filing Record URL (required): Link to an online record of your public filing
Instructions: If a search is required on the election authority website to find your candidate or committee information, simply put the filing URL as the URL for the search page, and the instructions for the search (e.g. "Search for Committee ID 12345 and click the June 2021 filing link.") Otherwise, simply leave this field blank.
State, Local, or Tribal? (required): Select whether your campaign is filed on the state, local, or tribal level from the dropdown list.
State (required): List the state, district, or territory where your committee is filed.
Committee EIN or TIN (required): If your campaign does not have an EIN or TIN, you can quickly apply for an EIN here. Campaign Verify no longer accepts social security numbers or placeholders (i.e. 99-9999999). You’ll want to input the same EIN number in Spoke when you share the Campaign Verify token with us later.
Committee Type (required): Select whether your organization represents a candidate, a PAC, a ballot measure, a party, or a different type of committee from the dropdown list.
Committee Website: Link to your campaign website
Committee Phone Number: If you wish to have your PIN sent over by phone call or text, this phone number must match what is on the filing record. Please select whether the number is a cell or landline. Note that only cell phone numbers can receive the PIN via text; landlines will receive the PIN over a phone call.
Filing Email: In order to receive your PIN by email, the email listed here must match what is on the filing record.
Street Address, City, Zip on Filing Record (required): Official address on your public filing. In order to receive your PIN by postal mail, the address listed here must match the postal mail address on the filing record.
Verification Preference: Depending on what information you submit, you can receive your verification PIN code either via email, text message, phone call, or postal mail. If no email address or phone number is listed on your filing, you will need to select the “postal mail” option.

Step 5: Submit payment
After you have filled out the form, click the green “Next” button to access a payment screen. Enter your credit card information and click the checkbox to pay $95 and submit your verification request.

Step 6: Generate your token
Once you receive your PIN code from Campaign Verify, you’ll still need to generate the token you can share with Scale to Win to finalize your 10DLC registration. Here are the steps to generate your token:
1. Log back into your Campaign Verify account at https://app.campaignverify.org
2. Click on the name of your verified campaign. Scroll down to the bottom of the page, and enter the PIN code you received, then click the green "Verify" button.

3. Select “The Campaign Registry” as the service from the dropdown list that appears. Click the green “Create an Authorization Token” button to generate your token.

Note: The token should look like this: cv|1.0|tcr|10dlc|7235b63cc-2202-40e1-84cb-9de96531f2|wbxkDjcaeiSSJd6Spsw0mPg3l9xBVojdabg1tyTsIf - if you have a 6 digit number, that is the PIN that you need to enter into Campaign Verify to get this token.
4. Copy that token and paste it into the form on the “Compliance” page in Spoke. You'll need to select "Political Campaign, Party, or PAC" as your Organization type in order to see the field to enter your token.

Generating additional tokens
Campaign Verify tokens can only be used once. If you have already used a token with another vendor and need a token for Scale to Win, you can generate an additional token by turning on a security setting called multi-factor authentication.
Step 1: Log in to your Campaign Verify account, click on your name in the upper right, and select "Enroll in MFA".

Step 2: Check your email for an invitation to set up multi-factor authentication. Click on the orange button to start the process.

Step 3: You’ll be asked to scan a QR code using an authenticator app like Google Authenticator or Authy. Once you scan the QR code, the app will generate a passcode that you can enter into the Campaign Verify screen.

In your account, click on the campaign that needs the additional token. Then, select “The Campaign Registry” as the service.

Step 4: Click "Create An Authorization Token" to create another token.

Step 5: Copy the new token and share it with Scale to Win by pasting it into the form on the “Compliance” page in Spoke.
My token expired - what do I do?
Campaign Verify expires all tokens created from requests made before November 15, 2024 on January 31, 2025.
If this affects you, you'll need to submit a new verification request, paying $95 to Campaign Verify. The new token will last until January 31st, 2027.
Once you have your new token: if your org EIN is the same as before, share the new token with us by filling out this form, and we'll re-register you for 10DLC. If you're working under a new EIN, please submit a new 10DLC registration.
